My youngest has had the Razor E100 since he was 5, at 4 he had a Razor A Scooter (push), he was riding a bike without training wheels at 4. My son is small for his age, but extremely coordinated and very physically fit. In my opinion it depends upon the child's coordination, it's that simple. The manufacturer has to place those warnings, because stupid people sue for their own malfeasance and ignorance.
